∗ Venkayya observes (*A. S. I.* 1904-5 p. 138 n. 3): ‘The wording of l. 12 seems to show that the settlement was made by the assembly, though the point is not quite clear here’. The foregoing discussion has shown that Venkayya’s doubts were due to the rather forced construction he adopted.
