The mode of choice for the garden and tank committees is described by the words '*karai kāṭṭi*' (l. 12) which as Venkayya rightly says * must be taken to mean the same thing as "*karai paṛittu*" of l. 15. Venkayya understood the expression to mean something like 'oral expression of opinion.'
