While editing the Uttaramērūr records of Parāntaka Cōḷa, Mr. Venkayya suggested a northern origin for the typical village assembly, and was inclined to believe that it was an adaptation to South Indian conditions of the system of government by committees described by Megasthenes as obtaining in Pāṭaliputra. Others have followed Mr. Venkayya’s lead and have drawn attention to the use of Sanskrit terms in the records of the village assemblies of South India as an additional argument in support of the thesis.
