It should, however, be observed that nowhere in the formal descriptions of Tamil polity such as we have in the *Kural* do we come across any clear references to the village and its institutions. The *Kural* in fact knows only of the learned *Sabhā* *. The commentator Parimēlaḷagar makes it the king's *Sabhā*; but the word ‘avai’ seems to have a more general application as is seen from some of the couplets in the sections thereon.
