Kārkhānā—a royal establishment as Prof. Dowson translates it. Prof. Sarkar translates kārkhānā as a factory in his *Mughal Administration*, but the Marathas classed even the zenana as a kārkhānā (see Ramchandra Pant Amatya's Rājniti) and therefore Prof. Dowson's translation is quite appropriate.
