How indeterminate is this minor parliamentary power may be imagined without my labouring the point. It will be sufficient if we glance at its main outlines. We recognize in it the principal characteristics which reappear at all sorts of points in the life of tribes which have not yet attained to a real political organization. And we shall not be surprised that analogous assemblies and usages exist among the non-Aryan nomad peoples and among the castes which are included in the Brahmanic system.¹
