It is with reference to this Scripture (Āgama), says the commentator, that Nāgārjuna states the question of Nirvāṇa from the point of view of absolute truth: " where there is no attribution of reality to Nirvāṇa and no withdrawal of *saṃsāra*, how can *saṃsāra* and Nirvāṇa be there distinguished in thought?" They are thus identical, or at least proved to be identical. They are no more different than the waves of the ocean are different from the ocean.
