I shall also find out what is possible to prove with reference to the other provinces, apart from the deductions that I have drawn from the Punjab. Meanwhile, I have no difficulty in drawing the deduction from the rest of the Provinces from the examples of the Punjab and Burma. Whatever may be the strides made by the Punjab during the past five or ten years, cannot affect the argument that I have advanced to you.
