In the long list of the preceding Muhammadan Emperors, there was none who tried so much for the diffusion of education among his subjects as Sulṭān Fīrūz. He was the initiator of many important and excellent regulations in his reign, the most noteworthy of which was the one that related to the encouragement of learning. This regulation ² declared with the emphasis that a royal edict carries with it, that it was an important part of his State policy to encourage learned men whom he caused to reside in the different parts of his empire for imparting instructions to the people.
