At that time, in the great assembly, there were śrāvakas whose outflows were exhausted, arhats such as Ājñātakauṇḍinya and others, twelve hundred people in all, as well as bhikṣus, bhikṣuṇīs, upāsakas, and upāsikās who had resolved on the mind of a śrāvaka or a pratyekabuddha. Each had this thought: "Now, for what reason does the Bhagavat earnestly praise upāya and say: 'The Dharma attained by the Buddha is profound and difficult to understand; what he speaks and its intent are hard to know; none of the śrāvakas and pratyekabuddhas can reach it'? The Buddha speaks of the meaning of a single liberation, and we too have attained this Dharma and reached nirvāṇa, yet now we do not know the purpose of this meaning?"
