經曰：是故比丘！當持淨戒，勿令毀缺。若人能持淨戒，是則能有善法；若無淨戒，諸善功德皆不得生。是以當知戒為第一安隱功德住處。

The Sūtra says: Therefore, bhikṣus! You should uphold the pure precepts and not allow them to be violated or broken. If a person can uphold the pure precepts, then they can possess good dharmas; if there are no pure precepts, all wholesome merits cannot arise. Therefore, you should know that precepts are the foremost dwelling place of secure merit.
