無犯者，最初未制戒，癡狂、心亂、痛惱所纏。（四十竟）

There is no offence for the original non-perpetrator before the rule was laid down, or one who is mad, deranged in mind, or overwhelmed by painful affliction. (Fortieth is finished.)
