At that time, the Bhagavat was staying in Śrāvastī, at Jetavana Anāthapiṇḍadārāma. At that time, the group-of-six bhikṣus walked about wearing white robes. When the householders saw them, they all criticized them, saying: "These śramaṇas, sons of the Śākya, know no shame and receive things without satiety. Outwardly they claim, 'We practice the true Dharma.' Looking at them now, what true Dharma is there? Why do they walk about wearing new white robes just like kings and great ministers of kings?" The bhikṣus heard this, and among them, those who were of few desires and contented, who practiced the dhūtas, loved training in the śīla, and knew shame criticized the group-of-six bhikṣus, saying: "Why do you walk about wearing new white robes?" At that time, the bhikṣus went to the Bhagavat, bowed their heads at his feet, and sat to one side. They reported this matter fully to the Bhagavat. The Bhagavat thereupon assembled the bhikṣu-saṅgha on account of this matter and rebuked the group-of-six bhikṣus, saying: "What you have done is wrong; it is not deportment, not the conduct of a śramaṇa, not pure conduct, not compliant conduct; it is not to be done. How could you, group-of-six bhikṣus, walk about wearing white robes?" Then the Bhagavat, having rebuked the group-of-six bhikṣus with countless expedients, addressed the bhikṣus: "These foolish men! Through manifold grounds of defilement, they are the first to commit an offense against the precepts. From now on, I lay down this precept for the bhikṣus, gathering the ten objectives up to the long endurance of the true Dharma. Those who wish to recite the precepts should recite them thus: 'If a bhikṣu acquires a new robe, he should disfigure its color with any one of three disfiguring colors as he pleases: either blue-green, black, or red-brown. If a bhikṣu, without disfiguring it with one of the three disfiguring colors—either blue-green, black, or red-brown—wears another new robe, it is a pāyattika.'"
