17.4

爾時眾多比丘集在一處共論法律，有一比丘退去。退去者心疑，作是言：「彼諸比丘與我作疑。」諸比丘白佛，佛言：「不故作者無犯。自今已去當如是結戒：若比丘故疑惱他比丘，令須臾間不樂者，波逸提。」

At that time, many bhikṣus assembled in one place to discuss the Dharma and Vinaya together, and one bhikṣu withdrew. The one who withdrew had doubts in his mind and spoke thus: 'Those bhikṣus have caused doubts in me.' The bhikṣus reported this to the Buddha. The Buddha said: 'If it was not done intentionally, there is no offence. From now on, it should be laid down thus: "If a bhikṣu intentionally causes doubt and vexation for another bhikṣu, causing him even momentary displeasure, it is a pāyattika."'
