3.99

我於閻浮提，典主十六國，
餘國皆易化，惟此國難教。
群臣皆諂偽，貪濁多姦詭，
旱澇不均平，莫不由此事。

"In Jambudvīpa,
I am in charge of sixteen states;
The other states are all easy to transform,
Only this state is difficult to teach.
The ministers are all flattering and hypocritical,
Greedy, corrupt, and full of deceit;
Droughts and floods are not balanced—
None of these fail to arise from this."
