Question: "If a bhikṣu ordains many disciples or acts as one of the two masters, but does not teach them the precepts at all, what offense does he commit?"
Answer: "He commits a naiḥsargika-pāyattika. Long ago, in the time of Kāśyapa Buddha, there was a bhikṣu who ordained disciples but did not teach them the precepts, and they committed many unlawful acts. After his life ended, he was reborn among dragons. According to the law of dragons, once every seven days they undergo retribution, at which time fire burns the flesh of their bodies until it is gone and only bones remain; soon afterwards it is restored, and then burned again. Unable to bear this suffering, he pondered to himself: 'What past sin of mine has brought about such suffering?' He then observed his past lives and saw for himself that originally he was a śramaṇa who did not observe the prohibitive precepts, and his master also did not teach him. He then harbored poisonous thoughts, resented his original master, and thought of harming him. Later, it happened that his master, accompanied by five hundred people, came riding a boat across the sea. The dragon then emerged from the water and seized the boat. The people immediately asked: 'Who are you?' He answered: 'I am a dragon.' They asked: 'Why do you seize the boat?' He answered: 'If you cast down this bhikṣu, I will let you go.' They asked: 'How does this bhikṣu concern you? Why do you not seek anyone else, but exclusively seek this bhikṣu?' The dragon said: 'He was originally my master and did not teach me the precepts. Now I suffer bitter pain; for this reason I seek him.' The people had no other recourse and were about to seize this bhikṣu and put him into the water. The bhikṣu said: 'I will enter the water myself; there is no need to seize me.' Thereupon he threw himself into the water and lost his life. Verified by this, in ordaining people one must not fail to teach them the precepts."
