述曰，此第二佛答中，初、標，次、釋，此初也。「彼非眾生」者，謂非是闡提無佛性等眾生；「非不眾生」者，是聽聞般若，發心成佛眾生也。

The Commentary states: In this second part, the Buddha's answer, first he states [the proposition] and next explains it. This is the first. "They are not sentient beings" means that they are not sentient beings such as icchantikas who lack the Buddha-nature. "Nor are they non-sentient beings" means that they are sentient beings who hear prajñā and resolve to attain buddhahood.
