2.239

述曰，世親云，此為第三廣辨其義也。於中有三，初，明不增減；次、顯無差別；後、「修一切善」下，彰方便滿足。此初也。「是法平等」者，謂真如理無增減故；「無有高下」者，謂有為法有取捨，菩薩於十地中得勝無漏而捨劣故，無為無勝劣可取捨故，言無高下也。

The Commentary states: Vasubandhu says that this is the third, broadly analysing its meaning. Within it there are three: first, clarifying neither increase nor decrease; second, revealing absence of distinction; finally, from 'cultivating all wholesome [dharmas]' below, displaying the fulfillment of skillful means. This is the first. "This Dharma is equal" means that the principle of tathatā has neither increase nor decrease. "Without high or low" means that saṃskṛtadharmas involve grasping and rejecting—bodhisattvas in the ten grounds attain superior uncontaminated [states] and abandon inferior ones—whereas the unconditioned has no superiority or inferiority to be grasped or rejected; therefore it is said to be 'without high or low.'
