"Without arising or ceasing": this means that cognition illuminates tathatā, seeing it in accordance with principle. However, there are two meanings: first, in the mind there are no phenomena of arising and ceasing. As the Awakening of Faith says: "True emptiness means that from the beginning it has not been associated with any defiled phenomena." Because when thoughts arise there is defilement, now that there are no thoughts, they are not associated. Second, "without" means "not"; it simply clarifies that this mind fundamentally neither arises nor ceases. This is identical to the Awakening of Faith saying: "Because one is far removed from subtle thoughts, one is able to see the nature of the mind; the mind is eternal, and being eternal means having neither arising nor ceasing."
