"Meaning possessing..." and so forth explains it. Sense objects of desire are beautiful women; wealth and jewels are rare and precious treasures. Vast learning means thorough comprehension of Buddhist and non-Buddhist texts; liberation refers to the sages with the five superknowledges and the like. "Distant" means free from desire. This means the country abounds in four virtues; it is also translated as "Abounding in Virtue." "Heard from afar" and so forth means that the above four things are all heard of and known by foreign countries.
