言餘教所無者。謂人天教中具足二執，小乘教內法相猶存，不可以二執之相而為實相，故言餘者非實相。非猶無也。

Regarding "not possessed by other teachings": in the teachings for humans and devas, both attachments are fully present; within the Small Vehicle teachings, the marks of phenomena still remain. One cannot take the marks of the two attachments to be dharmatā; hence it says the others are not dharmatā. "Not" is equivalent to "lacking".
