肉眼邊等者。謂作觀行，依肉眼處想外境界，觀想成故見障外事，名為天眼，如阿那律等。

Regarding "at the site of the physical eye," and so forth: this means undertaking contemplative practice, visualizing external realms at the site of the physical eye; because the visualization is perfected, one sees objects beyond obstructions, which is called the divine eye, as with Aniruddha and others.
