論云下。釋。初釋前二句，真化不一故非有為，真化不異故不離有為。
"The treatise says, etc.": explaining it. First, explaining the first two lines: because the true and the transformation bodies are not one, it is not saṃskṛta; because the true and the transformation bodies are not different, it is not separate from the saṃskṛta.
