言諸佛者。揀小乘涅槃一向寂滅，如來涅槃悲智兼運，名無住處。
"Saying 'all Buddhas'": this excludes the Hīnayāna nirvāṇa of unilateral quiet extinction; the Tathāgata's nirvāṇa operates both compassion and wisdom, and is called non-abiding [nirvāṇa].
