十四、斷無人度生嚴土疑　此疑同十二疑，皆從第十一疑中實無有法發心者而來

14. Severing the doubt that there is no one to liberate sentient beings or adorn the lands. This doubt is identical to the twelfth doubt; both arise from the eleventh doubt, in which there is truly no dharma that gives rise to the mind [of awakening].
