1.38

善付囑者，為付囑未來根未熟菩薩，已得大乘者，令其不捨；未得大乘者，令其勝進也。

'Skillfully entrusts' means that for the sake of entrusting future bodhisattvas whose faculties are not yet mature, for those who have already attained the Mahāyāna, he causes them not to abandon it; for those who have not yet attained the Mahāyāna, he causes them to make superior progress.
