Ninth, listing the assembly of human kings, which also has four [parts]: first, listing the number; second, explaining their retinue; third, praising their virtues; fourth, concluding summary. First, stating 'sixteen countries' lists their number. From 'each' onward explains their attendants. From 'five precepts and ten virtues' onward, third, praising their virtues. As for 'the merits of the three refuges': before the Buddha appeared, they took refuge in and revered the false three jewels, taking the various devas and false teachers as the Buddha jewel, the four Vedas and so forth as the Dharma jewel, and the various heterodoxies as the Saṅgha jewel; only when the Tathāgata appeared in the world did they take refuge in and revere the true three jewels. As for 'pure faith practice', because the four confidences are perfected, it is called 'pure faith'. Furthermore, universally attaining correct faith in the Mahāyāna is called 'pure faith'. The word 'complete' means completing the four confidences in Buddha, Dharma, Saṅgha, and precepts according to their capacity.
