3.128

第一付囑中有二：初明付囑國王受持般若；二不付囑比丘下，次明無有王力勢所以不附屬，但令受持讀誦解釋其義理。付王有二義：一能化難化眾生；二利益大人如風靡草，比丘無此等力，故不可付。

Within the first [section on] entrustment there are two parts: first, clarifying the entrustment to kings of states to uphold prajñā; second, from "not to bhikṣus..." onward, clarifying next that because they lack royal power and prestige, it is not entrusted to them, but only orders them to uphold, recite, and explain its doctrines. Entrusting it to kings has two meanings: 1. they can transform sentient beings who are difficult to transform; 2. they benefit great men just as the wind bends the grass. Bhikṣus lack such power, so it cannot be entrusted [to them].
