3.127

「是故付囑諸國王，不付囑比丘、比丘尼、清信男、清信女。何以故？無王威力故，故不付囑。汝當受持讀誦解其義理。」

"Therefore I entrust it to the kings of states, not to bhikṣus, bhikṣuṇīs, upāsakas, or upāsikās. Why is this? Because they lack the power and authority of kings, I do not entrust it [to them]. You should uphold, recite, and explain its doctrines."
