大王法末世時下，第三不得繫縛比丘如獄囚法。當戒律法中極，但有驅擯出家眾；今行俗法，當知法滅不久。

From "Great Kings! At the time of the final age of the Dharma" onward is the third: that one must not bind and fetter monks like prisoners in a jail. At the utmost within the rules of the precepts and Vinaya, there is only expelling members of the monastic assembly; now they enforce secular law, so one must know that the Dharma will not be long before it perishes.
