大王未來世下，第五誡國王太子四眾。立籍制約如兵奴法，立統官治人如俗法，當知佛法滅亦不久。

From "Great Kings! In future ages" onward is the fifth: admonishing the kings, crown princes, and fourfold assembly. Establishing registries and imposing restrictions like the law governing soldiers and serfs, and appointing supervisory officials to govern people like secular law—one should know that the extinction of the Buddha-Dharma will also not be long [delayed].
