3.184

大王未來世中諸小國下，第六誡小國四眾。明非法得罪，制之莫為。自作罪過，破壞國土，自身受之，不關三寶也。

From "Great Kings! In future ages, if the various kings of lesser realms" onward is the sixth: admonishing the fourfold assembly of the lesser realms. It clarifies that illicit actions incur guilt and prohibits them so that they are not committed. Creating offenses oneself ruins the realm; one's own person suffers it, and it does not involve the Three Jewels.
