問：前後四番散華變成華蓋等，何故於中有佛說法、有不說法者？答：諸佛方便，約緣不同，不可定准。第一明散華供養訖。

Question: In the four preceding rounds of scattering flowers that transformed into flower canopies and the like, why was there a buddha preaching the Dharma in some cases, while in others there was not? Answer: The upāya of the buddhas vary according to conditions and cannot be rigidly standardized. The first [section] explaining the offering of scattering flowers is concluded.
