Question: Why were there devas who did not hear the Dharma, while [beings of] the three miserable paths came to receive the Path? Answer: Tiantai Zhizhe said: In this Mahāparinirvāṇa-sūtra, being lax in precepts is not called lax; being lax in the Vehicle is called lax. In this regard, a fourfold distinction is made: there are those eager in the Vehicle but lax in precepts; eager in precepts but lax in the Vehicle; eager in both; and lax in both. Because in the past they kept precepts and cultivated absorption, they were born in heaven; because in the past they did not cultivate wisdom, they were unable to hear the sūtra. Those who came from the three miserable paths to receive the Path: because they broke precepts they fell into the three miserable paths, but because in past lives they cultivated wisdom, they were summoned by the sound and the light. Being eager in both or lax in both can be understood [from this].
