"At that time the Buddha addressed the great assembly": intending to speak for them, he therefore gave the noble command. "The intention of the sixteen great kings is to inquire into the causes and conditions for protecting the state's territory": kings fundamentally desire that the seven difficulties do not arise, sinister calamities be extinguished, borders and lands be peaceful and tranquil, and the myriad people be at peace and happy; this is the kings' original intention. This then generates the text of the sūtra below on outer protection, which is the "Chapter on Protecting the State." From "I shall now first... for" downward is the second [part], clarifying his promise to speak. When one wishes to safeguard the inner and the outer, one must first establish the inner practice. If the inner practice is accomplished, outer protection can be fully equipped; therefore, inner protection is clarified first. "Protecting the Buddha-fruit" then gives rise to the sūtra text of this chapter on protecting the fruit. "Protecting the practice of the ten stages" gives rise to the sūtra text below in the "Chapter on Teaching and Transforming" on protecting the cause.
