"Great Kings! At the time of the final age of the Dharma, there will be various monks and disciples of the fourfold assembly, as well as kings and great ministers, who each engage in illicit conduct. They will arbitrarily commit great illicit acts against the Buddha-Dharma and the community of monks, committing various offenses, and contrary to the Dharma and contrary to the Vinaya, they will bind and fetter monks just like prisoners in a jail. At that time, the Dharma will not be long before it perishes."
