"Great Kings! In future ages, all kings, crown princes, royal princes, and disciples of the fourfold assembly will arbitrarily impose registries and institute rules upon the Buddha's disciples, just like lay law and the laws governing soldiers and serfs. If my disciples, monks and nuns, are enrolled in registries and requisitioned by officials, they are entirely not my disciples, but are subject to the laws of soldiers and serfs. They will establish supervisory officials to control the saṅgha and take charge of the monastic registers, with senior and junior monastic controllers binding and controlling each other, just like the law of prisoners in jail and the law of soldiers and serfs. At that time, the Buddha-Dharma will not last long."
