Question: Offerings are of many kinds; why are flowers scattered here? Answer: Although offerings are many, they do not exceed three kinds: first, offerings of respect, meaning incense, flowers, and so forth; second, offerings of benefit, meaning clothing and so forth; third, offerings of practice, meaning the six pāramitās, the four bases of attraction, and so forth. This chapter mostly explains offerings of respect and offerings of practice. The text of this chapter forms six sections: first, it explains the kings of the sixteen kingdoms hearing the Dharma, rejoicing, and scattering flowers as an offering; from “At that time, the kings…” onwards, second, making vows; from “The Buddha addressed the great kings…” onwards, third, the Tathāgata's endorsement; from “At that time, the Buddha…” onwards, fourth, displaying supernatural power; from “The Buddha displayed supernatural penetration…” onwards, fifth, the assembly of the time attaining benefits; from “Listen attentively, listen attentively…” onwards, sixth, conclusion.
