Question: Are these seven treasures completely possessed by all four kinds of wheel-turning kings, or not? Answer: They are all completely possessed, but with differences of superior and inferior. Thus the thirtieth fascicle of the *Mahāvibhāṣā* says: 'The strength of the various wheel-turning kings is also not uniform: one who rules four continents has the strength of Nārāyaṇa (Nārāyaṇa here is called "human stock"; born of a union between a human and a deva maiden, basically of the human category, hence called "human stock"); one who rules three continents has the strength of Deva-Gaṅgā; one who rules two continents has the strength of Prasakandhi (this is a powerful spirit, belonging to the ghost realm); one who rules one continent has the strength of Mahārokaṇa (this is called "naked body", a spirit among humans). These four wheel treasures also have distinctions: one who rules four continents has a gold wheel treasure, whose size is exactly four krośas; one who rules three continents has a silver wheel treasure, whose size is exactly three krośas; one who rules two continents has a copper wheel treasure, whose size is exactly two krośas; one who rules one continent has an iron wheel treasure, whose size is exactly one krośa. Just as the four wheel treasures have this distinction, one should know that the other treasures also have superior and inferior [qualities], meaning that for one who rules four continents the other treasures are the most superior, down to one who rules one continent where the other treasures are the most inferior.'
