釋曰：第四、化眾散華。由妙覺華功德力勝，是故此中三重散華、二重變現：初菩薩散華變成臺、次臺中佛等散城蓋、後蓋中天人散恒河沙華。

Explanation: The fourth [part] is the transformed assembly scattering flowers. Because the power of merit of the marvelous awakening flowers is superior, there are therefore here three tiers of flower-scattering and two tiers of transformations: first, the bodhisattvas scatter flowers that transform into a dais; next, the buddhas and others in the dais scatter city-canopies; finally, the devas and humans in the canopies scatter flowers numerous as the sands of the Ganges.
