釋曰：第二、就勝列名（或有經本列十五國，闕沙陀衛國也）然十六大國名號，《大集．月藏分》第十六、《大毘婆沙》一百二十四，梵音不同，不可和會（勘）。

The explanation says: Second, listing the names according to their pre-eminence (some sūtra editions list fifteen kingdoms, lacking Sadvaha). However, regarding the names of the sixteen great kingdoms, in chapter sixteen of the Candragarbha section of the Mahāsaṃnipāta and volume one hundred and twenty-four of the Mahāvibhāṣā, the Sanskrit sounds differ and cannot be reconciled (examine).
