解曰：付諸國王令受持等，尊建正法永無眾難。此中所列十六大國，與舊經文同小異。與《大集經．月藏分》第十六、《大毘婆沙》一百二十四梵音不同，不可和會。從此第二大眾驚歎。

Explanation: Entrusting it to the various kings to make them accept and uphold it, and so forth, is so that they will honor and establish the true Dharma, and there will forever be no calamities. The sixteen great states listed here are identical with minor differences compared to the old sūtra text. Their Sanskrit transliterations differ from those in the sixteenth chapter of the *Candragarbha Section* of the *Mahāsaṃnipāta Sūtra* and fascicle 124 of the *Mahāvibhāṣā*, and they cannot be harmonized. From here, the second part is the assembly's shock and lamentation.
