釋曰：第二、辨滅法過。文別有二：初制四福、後立四邪。此制四福，一制出家、二制行道、三制造像、四制造塔，如經可知。

Explanation: Second, differentiating the faults in destroying the Dharma. The text specifically has two parts: first, regulating the four merits; and second, establishing the four heterodoxies. In regulating the four merits: first, regulating leaving household life; second, regulating practicing the Way; third, regulating the making of images; and fourth, regulating the making of stūpas, as can be known from the sūtra.
