3.99

釋曰：第二、依文正釋。上來四品辨內外護，此即第三荷恩供養。於中有三：初諸王散華供養世尊、次佛現神變令眾得益、後讚般若勸眾受持。前中有三：初聞經歡喜、次散華供養、後發願受持。此即初也。文有三節：即能聞人、次所聞法、後歡喜心。所謂諸王聞十萬億偈，歡喜無量。

Explanation: Second, directly explaining according to the text. The four chapters above determined internal and external protection; this is the third: being grateful for kindness and making offerings.
Within this there are three parts: first, the various kings scatter flowers in offering to the World-Honoured One; next, the Buddha manifests divine transformations to cause the assembly to obtain benefits; and finally, praising prajñā and exhorting the assembly to accept and uphold it.
Within the former there are three parts: first, hearing the sūtra and rejoicing; next, scattering flowers in offering; and finally, making vows to accept and uphold it. This is the first.
The text has three passages: the persons capable of hearing, next the Dharma that is heard, and finally the joyful mind. Namely, the various kings, hearing the hundred billion verses, rejoiced immeasurably.
