解曰：正遍知覺善得他心，知諸國王覩相興願仰希法雨，文具如前。故佛當根發誠諦語，告彼大眾作如是言：「吾知諸王咸作是念：世尊大慈普皆利樂，我等諸王云何護國？」彰外護也。從此第三總標內護。

Commentary: With right and universal awareness, he skillfully perceives the minds of others; knowing that the kings, having seen the signs, gave rise to their vow and looked up hoping for the rain of Dharma, the text is fully as before. Therefore, facing their capacities, the Buddha uttered words of sincerity and truth, addressing that great assembly with these words: "I know that the kings all have this thought: 'The World-Honoured One's great compassion universally benefits and gladdens all; how are we kings to protect our states?'" This indicates the external protection. Next is the third [part], generally indicating the internal protection.
