Exposition: "Immediately arose from his seat" distinguishes him from the rest of the assembly. "Bowed his head at the Buddha's feet" means paying homage with one's own honoured head to the Buddha's lowly feet. "Placed his palms together, knelt on both knees" is the deportment of reverent petition. From "addressed the Buddha, saying" onward, he states what he is asking. Moving the body and producing speech arises from careful and decisive intention; with the three karmas of utmost sincerity, he asks for the sake of benefit and joy. "Bodhisattvas" and so forth names the practitioners capable of the practice. From "how" onward, he asks about the practices that are practiced.
