Commentary: This instructs the kings and others to personally receive and uphold, read, or recite [the sūtra]—these being three [of the ten] dharmic practices. If they constantly uphold and read it, calamities certainly will not arise. If calamities do arise, admonishing them to uphold and read it is like what is said in the twentieth [fascicle] of the Mahāparinirvāṇa Sūtra: "The minds of parents are not unequal, yet toward a sick child their minds are especially attentive." Therefore, they are encouraged to receive and uphold it in order to eliminate calamities. From here, the second part explains adorning the bodhimaṇḍa. In this there are three parts; first, the primary part is adorning the bodhimaṇḍa.
