問者又言：「何以得知非是對說之因，而是憑附因耶？」解者又言：「若如來雖說此經，無有藥王等大士傳說此自行化人之時，如來則不得說此經，故知是憑附之因也。」

The questioner further says: "How is it known that it is not the occasion of being addressed in the exposition, but rather an occasion of reliance?" The interpreter further says: "Even if the Tathāgata expounded this sūtra, if there were no great beings like Bhaiṣajyarāja to transmit and expound this, practicing it themselves and converting others, the Tathāgata would not be able to expound this sūtra; hence we know it is an occasion of reliance."
