問者言：「上言宿習強者雖有三種，五濁不能為障，今何故言莫為此人說耶？」解釋者言：「此有二意，一者正為勸獎中根人弘經方法，二者亦為斥即時眾中有懈怠之者也。」

The questioner asks: “It was stated above that although there are three kinds of people whose past habituation is strong, the five turbidities cannot obstruct them. Why does it now say that one must not preach for such people?” The replier states: “There are two meanings here: first, it is precisely to encourage and stimulate methods of propagating the sūtra for people of middling faculties; second, it is also to rebuke those in the present assembly who are indolent.”
