The questioner further asks: 'Since the Tathāgata knew that they would definitely lose understanding, he should not have used the Great Vehicle to transform them in the past.' The commentator explains: 'Even though he truly knew that they would definitely lose understanding, he still used the Great Vehicle to transform them because this served as provision for later transformation; later there would also be a time when their capacity for the Great Vehicle would arise. The Buddha will say: "I already spoke this Great Vehicle for you in the past, but at that time you were unable to receptively uphold it firmly; you gave rise to widespread afflictions and consequently lost this understanding. Now I speak it for you again, yet you still do not receptively uphold it firmly." When the assembly at that time hears that having once attained it they consequently lost it, they will thereupon give rise to a resolute mind. Therefore it is said that the previous loss becomes provision for what comes later. Since there is this provisioning power, the Tathāgata spoke it for them.'
